Sipping and Strolling: What DORA Means for Midtown Carmel

If you've walked through Midtown on a Friday evening lately and noticed neighbors carrying drinks between restaurants, you've seen Carmel's Designated Outdoor Refreshment Area, or DORA, in action. Approved by the Carmel City Council in July 2024 and activated for Memorial Day weekend 2025, DORA has become one of the defining features of a night out in Midtown. Here's what it is, how it works, and what it's actually like from two people who experience it every week — a local business owner and a Carmel resident.

What Is DORA, Exactly?

A DORA allows adults 21 and older to purchase alcoholic beverages from participating, licensed businesses and carry them outside — as long as the drink stays within the boundaries of the district and is served in an approved DORA cup. It's the same concept that's popped up in downtowns across Indiana, giving Midtown a walkable, patio-hopping energy that wasn't possible before.

Where and When

Carmel's DORA covers the heart of Midtown: roughly from just north of Main Street to Carmel Drive, and from west of the Monon Greenway to east of Range Line Road. Two dozen local spots are approved "Designated Permittees" — the full list is at the bottom of this post.

Hours vary by day, so it's worth checking before you head out: Monday–Thursday, 5–10 p.m.; Friday–Saturday, 11 a.m.–11 p.m.; and Sunday, 11 a.m.–9 p.m.

The Rules, in Plain English

DORA comes with a few guardrails: you can carry no more than two DORA cups out of an establishment at a time. Beer and flavored malt beverages top out at 16 ounces, wine and premixed cocktails at 12 ounces, and liquor-based drinks at 10 ounces (with no more than two ounces of liquor). Once you're outside, the drink has to stay within the marked DORA boundary — you can't wander off with it, and you can't bring in alcohol purchased elsewhere.

Not every drink on a menu leaves the building, either. As one local owner put it, businesses "may not put all drinks in DORA cups — like shots." So if you're ordering something outside the standard beer, wine, or cocktail pour, don't be surprised if it stays at the bar.

A Business Owner's View

For businesses inside the district, DORA has been a clear win. "It's brought more foot traffic and sales," one Midtown business owner shared, noting that the ability to walk out the door with a drink keeps people moving through the area — and often back through their doors — instead of calling it a night early.

A Resident's View

For the people who live here, DORA has changed how a night in Midtown feels. One resident said they love nearly everything about it: strolling with a drink in hand, discovering new spots they'd never tried before, catching up with friends outdoors, and not needing a car to hop between several places in one outing. Their typical evening now involves grabbing a drink and walking the Monon Greenway, bar-hopping between a couple of favorite spots, and often carrying a drink over to catch an event at Midtown Plaza.
